We’ve been enjoying the new Lansdowne Town Center that just opened this summer. We live nearby, so we appreciate the convenience of the new Harris Teeter grocery store. Some of the restaurants are very good, especially Not Your Average Joe’s, and having a Starbucks within spitting distance is key when I need a coffee fix. The kids love the fountains that form the centerpiece of the Town Green area in the middle of the Town Center.
The fountains are clearly designed with children in mind; they spray water out from the ground at fluctuating heights. If you went there on a weeknight this summer, you would have seen dozens of kids running around the fountain in wet shorts and bathing suits. During the outdoor concerts the concrete seats on the perimeter were crammed with parents watching their happy splashers. Even my ten-month-old had a blast sitting by a spout and touching the water as it rose and fell.
Imagine my dismay when I went with friends to play in the fountain the other day and encountered this sign:
This sounded a little sketchy to me, so I called the Loudoun County Health Department. I talked to John Connell, who explained that the fountains are, indeed, a health code violation. The fountains use recirculated water, so anything that goes down the drain will come up again through the spouts. That could include nastiness like grass runoff, diaper material (think e coli), dropped food, or dog do.
::sigh:: I am bummed.
We had a great time in the fountains this summer, and now every time we drive by the fountains I’ll be reminded of the fun we once had. I really hate the fact that I agree with the health department that playing in dirty water is a little gross, and I wish I could go back to the days of blissful ignorance. In my day, we played in poopy water and we liked it! It built character!
I think I’ll turn my anger on the designers of the fountain; couldn’t they have foreseen and prevented this problem? Surely they’ll be bummed that the fountains won’t be such a draw for the retail businesses.
Also, while I’m complaining, what’s the deal with the anemic-looking fountains facing Route 7? They aren’t very attractive, they aren’t evenly spaced, and they’re NEVER the same height.
I guess I’ll dust the cobwebs off our Dora sprinkler and drag out the garden hose. Oh, the hardships that we endure!

” The Man” speaks out , FYI to all Town Center Fountain users and poopers . yes the water is recirculated , but is filter and treated with pool chemicals before it is sent back out to be fouled by folks that can not comprehend the information signs. on another note the pond scum stiring- water fountains on route seven are not for bathing . unless you want to dye your lilly white skin blue, because you didn’t have the *#^&@! to go swim in the ocean with all the other unfiltered waste dumped by folks that do not give a (*!@#$ about human-ecology !

The Town Center Fountain was not designed with children in mind it was designed to enhance the overall aesthetic of the area. I find it annoying that certain parents would assume that other parents enjoy the sight of 100’s of kids and their parents clogging up the fountain area not to mention the parking lots of the town center. Lansdowne has a wonderful swimming pool for residents that was obviously built with children in mind, I would suggest parents take their children there. Also – I happen to think the large fountains on route 7 look great at night.

Gee, didn’t realize the Grinch and his Wife took up residence in Lansdowne! So if Saul Centers designed the fountain with just aesthetics in mind, why treat the water in the fountain? Is the water in the Rt. 7 fountains treated? And for those who haven’t traveled beyond the borders of Loudoun, other facilities in other counties/states/countries have ground fountains just like Lansdowne’s that ARE targeted to families with kids–how was anyone supposed to know if there were no signs? And the same parents clogging up the parking spaces are also shopping and dining at the town center, so what’s your beef? If you don’t like kids, why frequent an area with such a family-intensive demographic? Here you go, straight from the horse’s mouth, via the developer’s Web site: “With cafes and restaurants that line the sidewalks and residences that serve a range of lifestyles and pocketbooks, Lansdowne Town Center is an ideal urban core to the family atmosphere in Loudoun County.” Don’t like kids? Hang out at Leisureworld then!

My husband and I are retired Lansdowne (not LeisureWorld) residents. We have enjoyed seeing the children play in the water fountains and I am sorry to hear about this dispute. Who is the appropriate party to register a complaint about the new regulations?

Unfortunately I don’t know what could be done to change the regulations; it seems to be more of a design issue. The way that the fountains have been built is a health code violation. I’m not sure if the developer could make changes to meet code.
On another note, I’m glad that this information is inspiring debate. Hopefully we can all be respectful in our comments. Please be kind: if I was great at handling conflict, this blog wouldn’t be anonymous!

The Loudooun County Dept. of Health were the ones to require the signage. According to an inside source, had the developer built the fountains knowing that children would be playing in them, the developer would have had to provide a restroom as well as a lifeguard, who would also have to check the chemical levels regularly.

Just so you know it CAN be done – the ground level fountains at Fairfax Square are available for children to play in. There is a sign posted about the ‘rules’ and how they treat the water, but no lifeguard or any of the other over the top things the management company tried to tell you were needed, are visible. Unfortunately, the new ones in Reston Town Center do have a sign about not playing in them – but nothing about any health code concerns.

Yeah, this issue still sticks in my craw.
There’s something un-American about being told that your kids can’t play in poo water.
Seriously, the risks associated with playing in the fountains can’t be any higher than swimming in a lake or an ocean. I understand where the Health Department is coming from, but I think our society’s focus on cleanliness comes at a cost. I also don’t know why the fountains weren’t designed in a way that met health codes.
On a related note, I’m going to write a post soon about last week’s Newsweek cover story about food allergies. It reports that a leading theory about why allergies are so pervasive now is that we have eliminated our immune system’s natural enemies through cleanliness and vaccines. Without bigger adversaries like diseases and parasites, our immune systems misguidedly train their sights on foods and harmless environmental triggers.
